How Toshiba finds the telnet client in Windows Vista:

Click the WINDOWS logo button to select Control Panel

Select Programs and Features in the Control Panel

In the opened Programs and Features window, select Turn WINDOWS features on or off in the upper left corner

After a while, the program function selection box will appear. Find and check the TELNET server and client and click OK

After the installation is completed, enter in the start menu search box or command line window "telnet", you can use Telnet
